What a Canal Lot Changes on the Certificate

Many Cape Coral homes sit on platted canal lots, and the ground around a single house can step down from the street side toward the seawall. The Elevation Certificate records the lowest and highest adjacent grade next to the building, so we measure grade around the whole footprint instead of at one convenient corner. The goal is a certificate that describes the structure as it actually sits on its lot.

Attached garages are frequently set lower than the living area, and air-conditioning pads, pool equipment and generators are often placed in the yard or on platforms. The form records the garage floor and the lowest elevation of machinery and equipment that services the building, because those values can affect how an agent rates the policy. We photograph each item we measure so the agent and the owner can see what each number refers to.

When an existing home is being repaired, renovated or replaced, the permitting jurisdiction may ask for current elevation data before work proceeds. We document the structure as found — floors, garage, equipment and adjacent grade — so the owner, the contractor and the plan reviewer start from the same set of measured values.

What's Included

Every Elevation Certificate we prepare in Cape Coral includes:

Construction Stage or Finished Building

The Elevation Certificate is completed according to the stage of the building. The same structure may need more than one certificate during a build.

Construction Drawings

Completed from the approved plans before construction, when a lender, agent or permit reviewer needs the design elevations on the FEMA form. It is replaced by a field-measured certificate once the building exists.

Building Under Construction

Measured once the lowest floor is set — slab or elevated floor system — so the builder can confirm the elevation before vertical construction continues. We coordinate the visit with the contractor's schedule.

Finished Construction

The final certificate after the building, garage and equipment are in place. This is the certificate an insurance agent uses for rating and that is commonly requested at final inspection.

LOMA and LOMR-F Requests

If a Cape Coral structure is mapped inside a Special Flood Hazard Area but the ground next to it is at or above the Base Flood Elevation, the owner can ask FEMA to remove the structure from the SFHA through a Letter of Map Amendment (LOMA). When the lot was raised with fill, the request is a Letter of Map Revision based on Fill (LOMR-F). Both depend on certified elevations — for a structure, the lowest adjacent grade — which we provide in the format the application requires.

FEMA makes the determination, not the surveyor. What we can do is measure first and tell you plainly whether the grades support a request before you invest time in the application.
